I think you better determine wether the LL is violating any codes before witholding rent or you will be looking at a non-payment eviction. And I doubt the LL has to notify everyone that they will be adding floors, people will figure that out when they see a permit taped to the front door, I'm sure the LL is not building 2 new floors without a permit. Only if the LL is violating code do have any legitimate complaints. I also doubt 4 inches is considered an obstructed door, depends on how wide your door is and how far away it is. Sounds like you just don't like the way it looks and are looking for some way to get rid of it.
