Do not confront your landlord anymore on this issue. There is power in the paper trail. There are laws for landlords being responsible and having a safe, clean environment for their buildings. That is the service they are to provide to the tenants. Now that you have a copy of the police record, and you sent a letter signed by everyone in the building by certified or federal express (so you get a receipt that the letter was received) along with copies of previous letters of complaint, you could calling Housing & Preservation to see if they have an idea of who to contact. You could also try looking at the website for Nolo Press. They have several books and have a section that addresses this issue specifically.
