The same thing hapened to me, and the reason I was given by the landlord about running wire outside the building was that it looked unattractive. Imagine wires running up and down the front of the building! It is his building and he can veto that. My landlord did offer to go through the basement, though although the phone company wasn't happy doing the extra wiring/work. See if there is another phone line in the apartment, there might be an old one lying around. There is another compromise -- wireless phone. You can keep the base in one spot, and walk around with the phone to talk. Just a thought.
