This subject has been covered many times at the Tenant Net message boards. What do you think you should do if a landlord enters your apartment unannounced ??? First of all I would ask the landlord what they were doing in my apt?? Was there an emergency ?? I would change the locks NOW and give her only the key to the bottom lock. If she asks for the key to the new locks give her an old key to some lock but not yours... I would go to court , if she tries anything else and tell it to the judge. Tell her for a schedule repair, if you are unable to be home, you will leave the top lock unlocked. She is snooping around looking for whatever she thinks you have that you shouldn't have or she's just bored with the soaps. This rule applies to rent stab, rent controlled or no control apts and rooms. It's called self respect and dignity.
