You're asking how to find out about information on rent stabilized apartments in new buildings that you could rent, right?

The Department of Housing Preservation and Development has something called the Affordable Housing Hotline with a few listings in each borough of housing built or renovated under its programs (URL below). I wouldn't hold my breath, but you might check it out and let us all know what happens.
