Don't know about legality, but if it were me, I wouldn't push to end the shared meter, a flat $18/month for gas is a pretty good deal, otherwise you're probably looking at a minimum of mid $20s for a gas bill (my Brooklyn Union bill was in the upper $20s when I paid for gas - I am a single person and last time I paid gas was five years ago). However, you shouldn't have to front the cash for the landlord's expense for heating the building, that seems *really* dodgy to me ...can't you propose that the name and address on the bill for your meter be switched and sent to the landlord direct and then you would pay him/her the $18?
