Just to clarify, an Article 78 is a suit that challenges an action of a city or state agency. It is filed in state Supreme Court, not Housing Court. It must be filed within 60 days of the PAR ruling, so the tenants at this building need to decide fairly quickly what to do. They will need a tenant lawyer who has dealt with Article 78's with experience with substantial rehabilitation.

You might search Article 78 and DHCR in the Tenant.net Housing Court Case to see a few cases that ended up back in Housing Court to get an idea of the process.
