registered apartment

The apartment in question is in new york(queens).
The current resident has lived there since 1971.
There is a new landlord (owned for about a year)
we now find out the the apartment hasn't been registered. The other apartments have. how do we know? the landlord told us.
The landlord is currently trying to boot out the tenant basically because he wants to be greedy and charge 5 times what the aprtment is worth, the area it is located in is becoming increasing popular.
I'm a next door neighbor interested in that apartment but not for an exorbitant price.
I'm not sure of rent laws any more. If the landlord gets that tenant out can he charge whatever rent he wants because that apartment was never regitered by previous owners? Is there anymore rent control? Is that aprtment now a free for all and can he charge what he wants?
