I don't think you got scammed; I think you're the victim of landlords who are in over their heads. It seems like at least two of the things you complained about are code violations. You should send a formal written letter to the landlord (send certified and regular) detailing the problems. If no response within a week, call the inspector. Find out the law and process in your state for repair-and-deduct and follow it scrupulously.
