I've taken pictures of the leak damage. How do I go about making a formal complaint with the housing department in The Bronx. My landlord's wife came to me a few days ago requesting the rent. I told her, as my letter stated I am withholding the rent until the repairs are made. She started accusing me of playing "hardball," and started saying, "we've been nice to you? ...you know we have bills to pay,...we haven't raised your rent and this is what you do?" I told her, "am not responsible for making building repairs,... I'm not trying to do anything,... as soon as my request are met I will pay the rent." She said she's going to speak with her husband and get back to me. I've heard nothing since then.
