I lived in a private house at one time and the mailman would put all the mail in bulk into the slot and whoever got home first sorted it and took their mail. Maybe this situation is similar and the landlord is not "intercepting" mail with evil intentions.

In any case, private home owners, IMO, should have the right to tell a tenant that they cannot use his house as a mail drop for friends, girlfriends or anyone else. The landlord doesn't know these people who are having mail sent to his house.

: Take a passive aggressive approach to this...

: first ask your landlord how long she has been intercepting your mail? and then ask her to contact the postmaster general and tell them she's been into your mail and wants you to stop receiving mail for a friend...

: in simple terms you landlord is dead wrong..but take a careful approach to this. Being unregulated means rent increases or eviction if the landlord considers you a threat.

: : I live in a non-controlled-non stablized apartment in a two family house, I have allowed my girlfriend to have her mail sent to me at my apartment. The landlord has said that I'm am the one renting and that I am not allowed to let my friends send mail to this address, my landlord lives here too, and has asked that I have my friend fill out a change of address form. Can she make me do this, what rights do I have, what could she be liable for???
