withholding rent, the right thing to do?

I have lived in an apartment on the second floor of a private home since 1993.
Throughout the last four years I have made numerous request for my landlord to fix and paint a leak in the living room ceiling from a skylight. He has done lots of "quick-fixes" when I threaten not to pay rent only to result in the leak recurring. On September 28 I wrote him a later stating that I was not going to pay rent if this problem is not taken care of. There are other repairs he has not made but this is the one which is the most bothersome, I've just about had it with the leak. Did I do the right thing? What other steps do I need to take now? What should I do next?
