The $15 "poor tax" applies to rent stabilized apartments renting for $500 or less per month.

If someone's rent falls into this category, it would usually be better to sign a 2-year lease, unless the 4% increase for a 1-year lease + $15 would push the rent over $500.

However if, next year, the Rent Guidelines Board (RGB) raises the rent level for the "poor tax," as it has done in the past, the rent could be subject to another "poor tax" next year.
