: Two questions, relating to a building in Manhattan.
: 1. Anyone know if there are special requirements for obtaining a liquor license in a building with residential tenants, as opposed to a commercial building?
I don't think so. However, some of the rules have been changed. The density of liquor licencees in the area and community input now count. You may be able to leverage those.
: 2. If SRO units become vacant, can a landlord simply convert the space to commercial use?
Not if they are registered as such. SROs are (supposed to be) closely regulated. This doesn't mean they don't fall through the cracks like everything else.
