What your neighbors did is rude, but as far as I know, not illegal. Since the landlord is not willing to do anything, it seems your best choice is to ignore the neighbors. Continue to use radios, fans, air cleaners, and air conditioner so they don't hear you and you don't hear them. If they see you are ignoring their tactics they will have no reason to keep doing them.
