Thank you both for your responses. Philosopher Ted's reply was mistaken in a few respects. First of all (as Chelsea correctly surmised), the monthly rent was reduced $300 because of an earlier landlord's $800 a month illegal overcharge, and has since gone up each year by the normal rent stabilized increases. I'm sorry, P.Ted, but the reason for these laws is not to "force landlords/tenants into adversarial relationships" - that is a built-in fact of life and has been for thousands of years. These laws exist for the same reason there are rules and referees in sports - to create as level a playing field as possible. Do you really think someone renting an apartment brings equal bargaining power to the table as a building owner? Do you actually believe a building owner (on this planet) would act in good faith and consider a tenant's years of loyalty, investment and timely payments if he or she had the chance to triple the rent at will? Without the rent stabilization laws, people like me who grew up in this city would be forced out. If you don't like the rules of the game, Ted, pick a different sport to play.
