Let's get real -- cable TV is a luxury, not a necessity. You went to housing court to complain of a lack of cable TV ??? Sounds like you need a life. The landlord is under no obligation to supply you with cable or to allow a cable company to mess around in his basement.
Someone breaking into your apartment to steal money order receipts is another issue -- certainly unacceptable, also rather strange.
Since you are rent stabilized, you must be paying way below market rent. Have you ever heard the expressions, "You get what you pay for" and "there is no free lunch" ? Think about what you are doing. Maybe if you weren't screwing your landlord over he wouldn't mess with you, his customer. If cable TV is so important to you, and you obviously have the money to afford it, then why not just move to another building that has regular cable ?
