Burglary, Cable, and Landlord abuse

I live in a Rent Stabilized Building. My money order stubs(which I use
to pay myrent) were stolen. I saw the Landlord's daughter in my apartment
with the stubs in her hand. She was in my apartment w/o my permission.
I filed a report with the police. I couldn't do anything more. I changed my locks. I wrote a letter to the place where I purchased the money orders with all the information regarding the money orders. The entire building is now complaining that there is no cable. Every tenant w/ cable has called the cable company to send a technician to see what the problem is. When the technicians come the Landlord is denying and interfering with access to the basement and now
we are told by the cable company that there is nothing they can do as long they as long as they don't have access (Which I fully understand). I went to Landlord tenant court and I was told that there is a law against this. What should I do? Also if I have an illegal lease what does that mean? What do I do
I do if I feel that a Landlord is abusive and fraudulent?
