Oh brother what a crock of crud!!!

Simply put!! It is one hundred percent the landlord's responsiblity. You tell him that you will be notifing HPD to have the entire apartment inspected for violations, including the ceiling. Once a violation is found the landlord has only a short time to correct it. Doing repairs to the apartment are NOT the tenants responsibility. If he does not correct the violations he will be fined, and the violations will appear if he tries to sell the building, and so on.
Cracked and falling plaster, or falling drop ceiling ARE violations. If threatening him doesn't work, tell him that you will be filing with DHCR to get a rent reduction until the violations are repaired.
Don't let this creep push you guys around. It's his property it isn't your responsibility to repair it.
Find the old company that did the work originally?? It's not his responsibility because it's not the original ceiling?? Man, that just pisses me off!! Don't let him get away with this...if you need help keep in touch with us here.
