I would not get too excited over the 7 extra days he took to respond. most security cases the landlords NEVER respond at all. They just keep your money period.

If the rugs do stink due to animal odors, I hope the landlord removes the odors and cleans the carpets. Most will just charge you for odor removal and never do the process. I have been in to look at far too many rentals with horrible pet odor in the rugs and the landlord is walking around and singing a song called " don't these carpets smell lovely? "
