complain of noise against me.

I have recently moved to a new apartment. I have two kids -two and six years old respectively. I have carpeted my whole apartment.From the first day,the person who is living below my apartment was complaining about noise produced by walking and running of the kids. He asked not to allow kids to play any time in the day. We have been trying to make kids understand not to walk hard or run but sometimes it is not possible because we can't restrain them whole day. The kids go to sleep at 10pm and don't get up before 8 AM. One day he came to my house and screamed to my wife and calling her 'Stupid' because she could notprevent them from walking and running. He called police twice. Now he is preparing to suit me. I don't know what should I do? Do the kids have right to play at home at a reasonable time?
