we've been in touch with the environmental control board. they've fined them steeply several times over. they no longer try to blast us out. my neighbor demanded a locksmith last night. we'll see what happens. if we pay for it, we'll never see the money. we're all on rent strike. it's a really ugly situation. but you're right, we can't just have the doors open. we live around the corner from a methadone center and there is a heavy drug trade on the block.

: you need to call the landlord and tell him that he has until today to replace the door with a working lock or you will call a locksmith and a store that sells doors and have it fully replaced..... the money you spend on the door and the locks will be deducted from the rent... this is an emergency situatiuon and you cannot live in an extremely dangerous condition as you describe....

: with respect to the noise... you need to call the dep't of environmental conservation hot line and have someone come out to inspect the noise situation and put an end to it..... aren't landlords wonderful people ???
