I am amazed as to why you do not offer any advise to the original poster about her serious problem. Rather you would sit back, with Kerry, and nit pick over rational responses made by me.

This is your web site and you must have had a reason for the message boards other than to try and make a fool out of a lay person answering a post.

The law was written with " common sense " as it's central focus and to live under the conditions that the tenant describes is against the law. You seem to want to let her live in a horrible situation other than to tell her what to do or who to call. I will no longer offer any advise to anyone on this message board.
