you are living in an apt that is unsafe and it violates the "warranty of habitability".

I suggest you call 212 960 4800 and have an inspector come to your apt .

You can severely injure yourself with 200 degree water. I would send the landlord a certified letter return receipt and advise him to fix the problem asap.
I would also hold the rent and bring it into the court and tell it to the judge.

ps. don't worry about the rubber washers...worry about your skin !!
