A landlord cannot simply go into someones apartment and start moving around what might be personal items and simply clean it up, thank goodness. They can only go through the proper channels, calling the Building Department and reporting a violation and asking for an inspection. You make it sound as if the landlord can just barge in and swiftly take care of it and if they don't they are just being jerk landlords. When the opposite is true.
Neither is the landlord causing the "warranty of inhabitability". And if the super is cleaning the mess up within a resonable amount of time (and it seems they are) Then you cannot even make a case for warranty of inhabitability. Try as you might you will not find a housing court judge who will hold a landlord personally responsible for someone elses mental illness.
Having a rent strike because of another tenants poor behavior is ironic to say the least. You should be working with the landlord and the city to try and get the person help. Like I have posted above, getting a person out based on mental incompetance is nearly impossible for a landlord.
Your reccomendation to have a rent strike would only confuse, aggrevate, and complicate the matter. The landlord would start handing out non payment notices spending less time trying to remedy the difficult tenant.
