can building prevent delivery to apartment?

I live in a midtown NYC (Manhattan) building with an attended lobby. The superintendent has instituted a policy preventing delivery people (such as Kozmo) from delivering directly to apartments, necessitating that tenants come downstairs to meet them. Now that home deliveries of movies and many other things via the Internet has become so popular, I am wondering if there is any basis for objecting to the building restricting who can be authorized by a tenant to come upstairs.
