Japanese tenancy crisis

Hello I'm an activist in a developing of housing service in Japan.
In japan , the ruling party(FDP)abolished some tenent guarding laws because they think that the freeing of the market increases the supply of the houses and make the rent lower.
And plan to continue to abolish all the guarding law of the tenant.
This logic seems the same as that of the landlords in NY at the time of Rent War 97.

I need some kindly advice in these cases from the experiences of your cityfor the help of the activities to
opposite.
