Protesting against bad landlords- Shaming them

I live in Maryland. I live in a neighborhood with many apartment buildings lived in by poorer people, including many recent immigrants. Many of these buildings suffer from housing code violations. Although I am a homeowner, I am interested in getting involved in helping the tenants get their problems addressed. In addition to code violations, we face the problem of landlords doing little/nothing about drug dealing in their buildings. I am interested in whether or not there have been situations in which tenants have picketed in other areas, and about the use of SHAMING to force landlords to act. Does anyone know of any towns that publish the names and addresses of landlords with violations in newspapers? How about the posting of signs publicizing the number of violations a particular building has? Any ideas?
