The "House Rules" part of the lease may be illegal. Only a local attorney could tell you for sure. In most states the landlord has a legal obligation to start trying to re-rent the apartment as soon as the tenant moves out, and can only charge the tenant rent until a new one moves in. Other than that, when someone signs a lease they have to follow through with the payments.
