I would talk to them, with a small tape recorder hidden on you, and try to find out what is going on ?? If they are hostile and uncooperative then send a certified letter to the landlord and tell him that they are harassing you. The landlord must intervene here since you have the right to peacefully have and hold your apartment in exchange for your timely rent payments....

If the landlord still refuses to help, then hold your rent and go to court and call these dogs as hostile witnesses to your situation.... also go to the Police again and ask to speak to a Captain and file a complaint of harassment against them...

people do not have to live the way you describe without there being a remedy except to move... that's not how the law works..... the comment " all I see are dead people " is a threat !!!! good luck
