Annual Apartment Registration Letter

I am subletting a unit (since 96) in a building in Yonkers with approximatley 52 units. I know for a fact that some are rent controlled, although the building touts itself as a co-op. I recently received an Annual Apartment Registration Letter which is a bit confusing. Says on the form that Apartment became permanenly exempt due to High Rent Vacancy since 7/89, I tried to callDHRC to find out what that meant to no avail. Can someone tell me what that means?
