You aren't. Asbestos is a material once used as a fireproof insulator. Was never used in paint.

Complaint about the weather? Not exactly the property owner's fault. You should check your lease to determine if an air conditioner is one of the items the building is required to provide you. If it is send a certified letter to the management stating that they have failed to provide this. If they're not required to provide an A/C, sounds like you'd be better off getting your own window unit and installing it yourself.
