Information on buy-out Please???

I am in an apartment in Berkeley, CA that is rent controlled to $800 going back to 1995. The neighbor is now paying $1900/mo. I wouldn't really mind moving anyway seeing as I'm graduated. What would be a good starting price for our apartment and how does one do this. We are not on good terms with the management.(They have wanted us out for years to raise the rent) Should we call or draft a letter. I'm thinking of asking around 15,000 to move out, seeing as they'd make it up in a little over a year. Any information would be greatly appreciated. Thanks in advance. Matt
