You should also consider subsidised housing for the elderly, they are building income contengent properties everywhere. One close to him is called Renwick Gardens. You have to act on these things early, like anyone should, your retirement should be thought out. Alone in New York as an elderly person is very difficult. But there are a ton of social programs here, however you can't take andvantage of any of these programs sitting on your hands. Of course SCRIE should be his first option, it will freeze his rent. If he needs someone to help him he can get a social worker through Protective Services. You can get a social worker through other programs as well, including medicad. He can also get a daytime helper or nurse, it sounds like he qualifies for Medicad. If you ignore such situations it can very quickly become a tragedy, you must actively work on his behalve to improve his quality of life. IT IS NOT THE RESPONSIBILITY OF LANDLORDS TO CARE FOR THE ELDERLY.

I would like to say that many elderly suffer because of peoples lack of interest in their well being. Ultimately when an elderly person starts to become incapacitated the responsibilty to care for that person falls to thier family, however many elderly have too much pride and insist on thier independance, this is when a family member can use programs that I mentioned above. BUT NO POOR ELDERLY should not qualify for some program that will improve the quality of thier lifes.

It shouldn't cost you anything but time to help out your father.
