I like #2 (the one in the "discus" directory.) I like the tree structure; it's easy to get an overview.

I wonder if it would make sense to put a link, possibly in the documentation directory on the left, to the top six or seven documents that come up again and again in the forum, such as this year's rent guidelines, difference between rent control and rent stabilization, how to find out if you're rent stabilized, pet laws, heating requirements, etc., so people could find them easily.
