late fee

my landlord is charging me a late fee from when i went on a rent strike to get them to fix a somewhat dangerous situation in my apartment and in the building. I sent a certified letter informing them of the strike and called the mgmt. office. For three months a $20 late fee has appeared on my rent bill and I keep writing to them letting them know I am not going to pay it. Does anyone have any suggestions to how to compel them to remove the fee?

Background: I live in a rent-stabilized apt. in manhattan and my landlord has told me -- to my face -- that I am no longer wanted in the building.
