how many roomates in a rent-controlled apartment?

How many roomates is one allowed to have in a three bedroom rent-controlled apartment in Manhattan? The apartment is occupied by someone who got it through succession rights. There seems to be varying answers to this question but there must be a definative answer. Thanks!!

The lease is from the late 1960's. Standard from that time. Also, if one is unable to locate the original lease how can one get a copy?
