Allowable vacancy increase for a previously rent controlled apartment

If the new lease will commence on or before September 30, 2000, it is governed by Rent Guidelines Board Apartment and Loft Order #31.

If the new lease will commence on or after October 1, 2000, it is governed by Rent Guidelines Board Apartment and Loft Order #32.

Each R.G.B. order has a separate provision for formerly rent controlled apartments that become rent stabilzed after they become vacant.
