If the new lease will commence on or before September 30, 2000, it is governed by Rent Guidelines Board Apartment and Loft Order #31.
If the new lease will commence on or after October 1, 2000, it is governed by Rent Guidelines Board Apartment and Loft Order #32.
Each R.G.B. order has a separate provision for formerly rent controlled apartments that become rent stabilzed after they become vacant.

: Can anyone tell me what the allowed vacancy increase is on a previously rent-controlled apartment in NYC, with a long-term vacancy bonus added in (the apartment in question was empty for 23 months before I moved in)?
: Thanks,
