Rights for people without leases?

I have been living in Queens for the last three years and change without a lease. When I moved in I made an agreement with my landlord that my rent would increase a small percentage each year; after this year's increase I was paying $1300. Today I received a letter from him saying that, because he has made improvements to the building (but none to my apartment), my rent will increase to a 'market rent' of $2100 beginning September 1. I am supposed to give him an answer by July 15 (this Saturday, giving me four days to decide). Does he have no obligation to honor our former agreement?
