Rent raised by $200

I am the person who has her sister as a landlord, and now there has been a new development. I got a letter today saying that since I have been here for four years, with no rent increase (that's because the landlord refused to do a renewal lease) they are raising the rent from $750 to $950 as of September 1. If they had done the rent stabilized percentages, I would only be up to about 875 by now.

The letter was not sent by registered mail. Can they just raise it by $200 like this? I live in Queens in New York City.
