Probably no blacklist: by law, DHCR's files are supposed to be public, like the court files, but they're not. People have to file FOIL requests just to read files on their own apartments! This lack of access is probably explained on
tenant.net somewhere: the DHCR Decisions page?

Wouldn't be surprised to learn that the tenant-eviction attorneys share tenant names, if not more...
