Many renovations--Assessment? Conversion?

I live in a building in Queens of 33 units, many still rent controlled or stabilized. In the past month the owner/managing agent has made many asthetic improvements to the property (planting trees, bushes, flowerbeds, inground sprinkler system, fancy lamposts, tree-trimming/removal etc.) Everyone in the building is wondering what the deal is since this same owner hasn't ever done much except what's absolutely necessary. In the past few years, the only improvements we've seen have been roof repair and a new boiler (we were assessed per room for each repair). Are we about to be hit for another assessment, or is the owner planning on selling or converting to co-op/condo? Is there any way I can find out if they are planning to convert? The interior is in dire need of repair, the plumbing and electrical are original 1922 holdovers...
