I read this message after I read your first one--which case is it where a higher court finally did say that a previously rent-controlled apartment must become rent stabilized for the first tenant even if the legal rent does go beyond $2000?

Thanks for posting the recently decided case having to do with the improvement costs--this is very helpful to me because I had no sense before of what would count as an outrageous claim.
