i found an update to all of the web links, plus the local Providence housing organization, which are listed below. i also found out that under Section 34-18-29 of the RI Residential and Landlord Act, i can terminate the rental agreement (even a verbal one) if my landlord does not provide access to my apartment on the date that the rental agreement begins. My landlords, because they have been so non-responsive, did not provide a key to our place and won't have one ready till 9 days after our lease was supposed to begin. i will be writing a notice up for them shortly to make this "backing out" legally binding.
