If it was built before 1974 and has ever had 6 or more units, it probably is stabilized. There are some weird exceptions. A more current database is on

Get a Rent History from DHCR.
Remember: the database and the Rent History both contain only the information a landlord provides when it registers stabilized units. If it does not register or provides incorrect data, the DHCR data will be incorrect. But it's a start.
Ask tenants who have lived there awhile.
