While everyone is upset about the 4 year rule on overcharges, I think that there are other things in the amendments that are MUCH WORSE. For example, it is proposed that the landlord will be able to charge a surcharge if you have a dishwasher or washing machine in your apartment. DOesn't matter when it was installed. DHCR is supposedly going to issue a fee schedule. Yuck.
