Deregulated? call DHCR, get a Rent History, get the facts: most so-called deregulation is illegal.

Read the recent (May? April?) posts about the exact same problem. Regulated or not, get the tenants organized, ask for the rebate together. Your strength is in numbers; alone each tenant will get next to nothing. Search for 'organiz' on Tenant.Net for help doing so.
