Allowable air conditioner charges

I'm posting this query on behalf of a friend who lives in a rent-controlled apartment in my building (Manhattan). He would like to install one air conditioner in his bedroom, and he wants to know the following: 1. Is there an installation standard that he can meet that will preclude the landlord from charging him for the unit? 2. If the landlord can charge him for the unit, is there a maximum amount? 3. Will charges be incorporated into his base rent? 4. If he only uses the unit during the summer and then removes it, can the landlord still charge him during the months that the unit is not installed?
