Yes, the answer will be an eviction notice. That is a looney suggestion. Checking the C of O, rent stabilization status etc., likewise, does not address the problem, which is obviously that the super is tapping into your electrical line. It is obvious but not, at this point, proven, thus you cannot withhold rent right now.

Hopefully one of the lawyers who follow this board will respond to this, as you have a potentially serious, even criminal issue. Obtaining access to the electrical lines, by an independent electrician, is your first objective.
