In the future, mail them at the Post Office with a Certificate of Mailing which costs only sixty cents in addition to the cost of the postage stamp. There's a little form to fill out first: sender's address, mail-to address and you have to wait in line, but this is fairly cheap "insurance" against a landlord who is playing games with you. The presumption in law is that if it was mailed, it was received: this proves you mailed it.
I would not issue another Stop Payment yet, unless of course he agrees to pay your bank fees for either the first one or this one. Actually, I would like to see him pay both, but compromising for one puts you in a good light.
What I did once was merely pay the rent a second time, i.e. paid May again with June's check. By the time he received it, he had cashed May's check so the overpayment covered July's rent...
